Under the general direction of the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) serves as a senior executive and key member of the Airport Authority’s leadership team. Through direct and indirect reports, the CFO provides oversight and direction for the Authority’s business and administrative operations, including finance oversight, human resources, information technology, administration, purchasing, and property management. The CFO partners closely with the Controller to ensure sound financial management while focusing on governance, compliance, organizational effectiveness, and strategic planning. This role serves as a trusted advisor to the CEO and Board of Directors, supporting business development, risk management, capital planning, and stakeholder coordination. The CFO promotes accountability, transparency, and service excellence across the organization and ensures alignment with applicable regulations, Authority policies, and long-term strategic objectives.

Duties and Responsibilities
Provides general leadership and management support to the CEO as well as direct and indirect reports. This includes:
Interpretation and compliance with Authority policies and procedures including the Bylaws, Employee Handbook, Authority SOPs and those SOPs developed as a result of the strategic business plan, Minimum Standards, and active Board Resolutions & Ordinances.
Develops and instills the department’s vision, goals, and objectives within the executive team. Trains, educates, motivates, and supervises each employee in the department in their essential duties and responsibilities to enable successful attainment.
Establishes and reviews performance standards, sets individual goals and objectives and measures individual performance within the department.
Supports the organizational leadership by actively seeking out and identifying methods to improve productivity, offering solutions, support organizational goals and objectives by attending and being actively involved in appropriate management meetings and training sessions.
Responsible for ensuring regulatory, legal, and managerial compliance of all financial and administrative activities.
Establishes and maintains effective working relationships with various airport users, tenants, and business partners as well as governmental agencies to ensure smooth, ongoing financial and administrative operations.
Establishes benchmark comparisons with other airports to measure team performance.
Maintains and supports a high level of customer service to peers, partners, and customers.
Key advisor to and administrator of the airport business development plan.
May act as CEO in CEO's absence.

Provides general leadership and management support to the Finance and Accounting function. This includes:
With input from all departments, facilitates the development of the annual Airport budget.
Oversees developing/maintaining the Authority’s financial model.
Monitors, tracks, and reports on the financial health of the Authority monthly to the CEO.
Develops and directs investment of available funds to ensure the greatest return to promote the financial well-being of the Authority.
Analyzes trends, develops forecasts and contingency plans, and advises the CEO on all financial matters relating to Authority’s operations.
Serves as the Airport’s Chief Financial Officer by assuming responsibility for providing financial leadership and fiscal responsibility.
Assumes responsibility for developing, recommending, and implementing such internal accounting and financial controls and programs as are necessary to preserve and expand corporate assets.
Assumes responsibility for the effective maintenance and reporting of financial records.
Represents Airport interests in all bond issuance matters.
Ensures compliance with all regulations and requirements of bond ordinances connected with bonds issued by the Authority.
Directs the regulatory and financial compliance of any Customer Facility Charges, Passenger Facility Charges, and grants received through the FAA’s Airport Improvement Program.
Provides general leadership and management support for the Human Resource function. This includes:
Coordinates and represents the Airport in all human resource and personnel related issues to ensure state and federal compliance and a timely, economical, and fair resolution for the Airport, including administration of the contract for outsourced Human Resource functions.
Oversight and monitoring of the performance evaluation system, personnel policies and standard operating procedures, employee relations, and compliance with laws and regulations.
Oversight and administration of employee benefit programs, including health, life, disability and unemployment insurance and retirement. Serves as the liaison between employees and insurance carriers and oversees employee education on the different programs and answers questions about the benefits package.
Develops annual budget for personnel services.
Provides general leadership and management support to the Information Technology function. This includes:
Oversight of development and ensure implementation of the Information Technology Strategic Master Plan, Cybersecurity & Remediation Plan.
Oversight of Information Technology Cybersecurity Planning, Procedures, and Remediation planning
Oversight of Disaster Recovery and Data Backup procedures for all Authority computer systems
Assumes responsibility for effectively overseeing all Authority computerized systems and associated software.
Provides general leadership and management support to the Administration function. This includes:

Recommends to the CEO strategies for development and implementation of the airport’s risk management program to ensure the required coverages and sound fees are maintained.
Monitors the insurance and risk management functions for the Authority including public liability, automobile, special equipment and property; oversees claim administration for such policies.
Ensures conformity with approved terms and conditions for all Airport contracts and leases.
Directs and reviews annual audit of tenant lease compliance to make certain that tenants are performing in accordance with approved leases and reports those findings to the CEO.
Directs preparation of data for negotiation of tenant contracts and leases and provides staff assistance as required in negotiations.
Assists in establishing Airport Rates and Charges.
Reviews Airport lease activity to ensure Airport revenue goals are being attained.
Oversees and monitors the contractual obligations of the Fort Wayne International Airport vehicle parking lot.
Responsible for overseeing the maintenance of leases and lease compliance by tenants regarding terms and conditions, rent increases, insurance coverage and reporting requirements.
Oversees all Authority property purchases and dispositions of surplus property.
Provides general leadership and management support to the Purchasing function. This includes:
Oversight of the Authority’s purchasing policy and purchasing card program.
Oversight of the Authority’s Disadvantaged Business Enterprise program.

Knowledge and Abilities
Knowledge of and ability to grasp and communicate Federal, State, County and municipal laws related to the financial management of an airport and related facilities; knowledge of policies and procedures related to modern airport business operations and practices.

Experience and Education Requirements
Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Finance, or Accounting with more than seven years of work experience in business management, finance, public administration or airport management.
Master’s in Public Administration or Business Administration, Certified Public Account (CPA), or Certified Government Financial Manager (CGFM) and Accredited Airport Executive (AAE) designation are desirable.
Technology & Systems Proficiency Requirements
The position requires experience with Microsoft 365 applications, including Outlook, Teams, SharePoint, Excel, and Word. Working knowledge of Business Intelligence (BI) tools is preferred, along with experience using ERP/accounting systems. Familiarity with payroll and HR/benefits systems is also preferred.
